Following involvement in the 2018 Canadian World Junior scandal, the Philadelphia Flyers goaltender Carter Hart did not qualify to remain in the NHL and has signed elsewhere.

The hockey world was stunned by the horrors of the 2018 Canadian World Junior Scandal. Philadelphia Flyers goaltender Carter Hart was among the five parties told to surrender to London police for involvement and subsequently pulled away from the team.
"Per Philadelphia Flyers General Manager, Daniel Briere:

'Carter Hart has requested and been granted an indefinite leave of absence citing personal reasons. The club will have no further comment at this time.'"
Unsurprisingly, Hart has not reappeared on the ice for Philadelphia since beginning his leave of absence. The Flyers, ultimately, decided against making the disgraced goaltender an offer, making him an unrestricted free agent earlier today.
"The Flyers did not issue a qualifying offer to Carter Hart. He's now an unrestricted free agent."
While it seems almost certain the player will never show his face in the NHL again, he will likely goaltend elsewhere. Following news of fellow implicated party Dillon Dubé, Carter Hart reportedly has a contract in a different professional league, with some pointing to Dinamo Minsk in the KHL.
"After the Dubé signing, Metaratings reports 🇨🇦 Carter Hart may continue his career with Dinamo Minsk #KHL

2nd time his name has come up now. First time with Ak Bars."
However, because Dubé is already with Dinamo Minsk, Carter Hart had to have signed for a different team. Without any additional reports, the former Flyers goalie could be playing for an entirely different league.
"For legal reasons, Hart can't play on the same team as Dubé - so DMN is out"
Until we get any further updates on Carter Hart's contract, he could be playing just about anywhere in the world. However, we know where it will not be, and that is the Moscow or the NHL.
